The Research Of The Patterns Of Land Utilization For New Rural Construction In Hebei Province

Land is the existent fountain of humanity, and rational allocation of rural land resources in the construction of new country occupy a very important position, especially in recent years with the extensively construction of new country, country settlements scattered layout, land utilization, such as lower land use has become increasingly prominent, and has become a major bottleneck of the development in rural areas. In-depth study on the scheme of Chinese new rural non-agricultural land in the process of optimizing the allocation of land is a pressing issue.When the society and economy develop to a certain stage, optimizing allocation of rural land in the rural areas becomes objective requirements of the conversion from extensive land use to intensive land use also the inevitable choice of the rural urbanization and the development of improve the rural economy and the modern rural communities. Under the different geographic environment background, this paper takes the Hebei province as study area, with intensive development for guide way of thinking, the aim is putting forward reasonable, excellent and intensive land-use patterns in different regions, so as to rationalize the use of land in rural areas in Hebei Province and put forward policy and recommendations.The patterns of land utilization in this paper means spatial compounding of the land resources, which includes the modality of land resources utilization, functions, management, and other aspects of optimizing the allocation of land. Pay attention to the optimization, compounding of land resources in different functional area.Firstly,The research done a general investigation of land-use status in Hebei , described the actuality and the problem of the land utilization. According to requirements and targets of government departments on land utilization, it explores the potentially developmental space of land in the province, and put forward reasonable objectives and requirements for land utilization in the construction of new country in the land-use scale, types and layout, land-use structure, management, etc. Secondly, based on the land-use patterns in the successful adjustment of cases at home and abroad, it researched the land utilization models of Chinese new country by different sort to provide a theoretical basis for the design of the rural land-use patterns in Hebei Province, including the forms of production and organization, coordinating the settlements, modality, and the types of land operation, etc. Thirdly, it analyzed Hebei rural land-use types, structure, layout, and potential and revealed the major problems of land utilization in Hebei Province. The section of 5 to 7 are the main part of this article. On the basis of the analysis about all regions of natural, social, economic and land-use condition , Hebei Province will be divided into Four regions according to the geographical diversity of the province, then educe the divisional plan of land-use patterns. Ultimately, through analysis of the regional development conditions in rural areas, the status quo and characteristics of villages, the article put forward the main problem of land utilization in each areas and designed several models for the each areas.In the end, the article discuss the eminently operating measure of land utilization, for example relating the land use in the urban side and the rural area, establishing the current policy of land and collective housing, fetching in market mechanism of rebuilding countryside, establishing reasonably a short-term, medium-term and long-term policy of programming, so as to achieve rational allocation of rural land resources.
