Research On Countermeasures Of Non-Public Ownership Economic Development In Jilin Province

Since Chinese policy of reform and opening-up was carried out, the non-public ownership economy have obtained a fast development, which gradually becomes one part of national economy and a major force for the promotion of the social productivity development. Therefore the development mode of non-public ownership economy has become the most concerned problem for the governments and economists..At present, the revitalization of the old industrial base of the Northeast in China is Central Party Committee's strategic decision, which is a significant, arduous and historical task in front of the northeast people. As one of the old industrial bases, Jilin Province has been affected by the planned economy system for a long time, which leads to the underdevelopment of non- public economy. The acceleration of the non-public ownership economic development is an inevitable choice to solve the deep-rooted contradictions of economic development in Jilin Province, which is also an important work to revitalize the old industrial base and a difficult problem for the economic development in Jilin Province.This paper utilizes the relevant theories of regional economics, econometrics and industrial economics with the application of normative analysis, empirical analysis and comparative analysis as the combined research methods. Based on the establishment of the evaluation system of the comprehensive strength of the non-public ownership economy, this article has made the objective and fair evaluation for the actual situation of the non-public ownership economic development from 1997 to 2006 in Jilin Province, which divides the development into three stages: the first stage (1997-1998) is the high speed development period of the non-public ownership economy with small scale and fast growth speed as the prominent characteristics; The second stage (1999-2001) is the adjustment period of the development with the backdrop of the non-public ownership economic output from the peak and slow bounce back; The third stage (2002- present) is the steady growth period with the development tendency of the stableness and no rapid speed like that of the first stage .This article takes the economy level of development as the dependent variable with the five influential factors of the capital stock, the government efficiency, the financing promotion, the technical innovation ability and economic extroversion as the independent variables for the establishment of the multivariable linear regression model to promulgate the functions of each influence factor in the non-public ownership economic development in Jilin Province. Then the article proposes the countermeasures to promote the great-leap-forward development of the non-public ownership economy in Jilin province. 1. Transform the government function and enhance the government efficiency; 2. Continue to accelerate the system reform of the state-owned enterprises, promote non-governmental investment; 3. Advance the technical innovation of the non-public ownership economy; 4. Strengthen the policy of non-public ownership economy; 5. Expand the opening-up policy in Jilin Province, enhance the economic extroversion.
