Study On The Contermeasures Of Improving The Farmers' Quality In Jilin Province

Establishing a well-off society is a critical stage for achieving the modernization in China. The bottleneck for China modernization development is'Three Rural Issues'. In addition, the main difficulty of building a well-off society is in rural areas too. The key method to solve these problems is to improve the quality of farmers. Farmers are the mainstay in Chinese agriculture, the master of the rural areas, and the main power to establish well-off society. The quality of farmers has direct impact on the process of building up the well-off society. Jilin is a big agricultural province. 72% of population in Jilin is farmers who have made significant contribution to Jilin economy development. At present, the quality of farmers is very low in Jilin Province. However, both theoretical and practical study on improving farmers'quality is still limited. The paper was divided into six chapters. First, the author read lot of literature review and collected much relevant information, and identified the relative definitions for farmer's quality issue. The theory framework of this research was based on human resources theory, economy development theory and motivation theory. The author has utilized lots of detailed information on the cultural and technological environment, economic behavior, hygiene and physical condition and legal cognition depicting Jilin farmers'present situation and analyzing the reason on it. The research results showed that the scientific and cultural qualities, manufacturing management, ideological and moral quality of farmers in Jilin Province were low. From the"Three lows"we can realize the difficulties and urgencies of improving the quality of farmers in Jilin. To perfect the rural social security system and strengthen the training to the rural female labor force are another important aspect in improving farmer's quality in Jilin. The author put forward countermeasure to improve farmer's quality according to the current situation and problems of farmers in Jilin.There are several issues in this paper. They are as followed: intensifying of the existing laws and regulations sanction to improve farmers'quality, strengthening rural ideological and moral construction to increase farmers'ideological and moral quality, strengthening and improving educative condition in rural areas to improve farmers'scientific and cultural quality, strengthening the political bases in rural areas to lighten their awareness of politics, improving rural environment and hygiene condition to improve farmers'physical quality, developing new rural cooperative organizations to improve their quality of organization and management, and strengthening rural informationization construction to extend the rural information system over the whole Jilin.
