Research On Farmer's Diversified Economy In Jilin Province

As the main form of small-scale farmers' management in China at present,the concurrent business behavior of farmers reflects the rational choice of farmers' households.How to bring the concurrent operation of farmers into the track of modern agriculture is not only related to their own interests,but also related to the whole process of agricultural modernization in China.Therefore,It has become the essential concern in academic and policy fields to study the influencing factors of concurrent farmers,the efficiency of agricultural production and the organic link between the concurrent industry of farmers and modern agriculture.Based on the considerations above,this paper has carried out a specific study from the following five aspects:First,the Formation and Law of the Concurrent Operation of FarmersFirst of all,it defines the types of concurrent-business farmers.There are some enlightenments of the development of concurrent operation of farmers in developed countries to China: the concurrent operation of farmers may exist for a long time;The process of farmers' concurrent operation is closely related to agricultural modernization,industrial modernization and urbanization,as well as agricultural mechanization.The general law of farmers' concurrent operation is that the level of concurrent operation of farmers and the level of agricultural modernization move in the same direction in the early stage of agricultural modernization.However,when the level of concurrent operation of farmers reaches the maximum,the level of concurrent operation of farmers will descend with the further improvement of agricultural modernization.There are three stages of concurrent operation of farmers in China: the stage of early development,the stage of balanced development in the medium term and the stage of differentiation in the later stage.Second,the Contribution of the Concurrent Operation of FarmersBased on the theoretical analysis and qualitative analysis,it is concluded that the intrinsic contribution of farmers' concurrent-business management covers the following five aspects: increasing the overall income of farmers,increasing the agricultural input capacity of farmers,accelerating the flow of rural labor force,optimizing the allocation of farmers' resources and optimizing the industrial structure of rural areas.The external contributions include: providing labor force for non-agricultural industries,creating national income,providing demographic dividends for the economic development of China,accelerating the flow of rural labor force,accelerating rural land circulation and promoting the development of agricultural socialized service system.Third,the Evolution of the Concurrent Operation of Farmers in Jilin ProvinceIn this paper,the farmers' concurrent operation in Jilin Province is divided into four stages according to time,and the course of the concurrent operation of the farmers in Jilin Province is analyzed.The conclusion of the study shows that the concurrent operation of farmers in Jilin Province starts late,develops slowly,lags behind the national average and is still in the transition from the early stage of development to the intermediate stage of balanced development.At present,there is no substantial impact on Jilin Province's agriculture caused by concurrent operation of farmers in Jilin Province.Moreover,the concurrent operation of farmers has promoted the rapid growth of the per capita disposable income of farmers.However,with the deepening of concurrent operation of farmers and the aging of rural labor force and womanization are worth studying.The development of agricultural modernization and mechanical modernization will slow down and compensate for the loss of human capital.Fourth,Influencing factors of Farmers' Concurrent Business Operation in Jilin ProvinceInfluencing factors of farmers' concurrent business operation in Jilin province were obtained by using the micro data of 339 farmers based on the field investigation and the Logit binary discrete selection model.The results showed that there are internal,external,institutional and policy factors.Factors such as natural resources,personal capital,location factors,social capital and other factors will significantly affect the choice of farmers,among which,nine variables,such as the age of the head of household,whether or not to participate in agricultural training,the total number of households,whether they have small farm machinery and tools,the number of household labor forces,and whether the family members are village cadres or party members have significant impacts on the farmers' choice to become pure agricultural households.On the other hand,the land cultivated by the farmers,the small farm machinery and tools,the employment location of the migrant labor force and the convenience of transportation in the village have significant influences on whether the farmers choose to become I concurrent farmers.The number of relatives and friends who are engaged in non-agricultural work,how many generations in the family have the experience of working outside the home and the land cultivated by the farmers has impacts on the choice to become II concurrent farmers;Five variables,such as the highest educational background of the family members,the employment location of the migrant labor force in the family,and the convenience of transportation in the village have a significant effect on the farmers to become non-agricultural households.Fifth,Grain Production Efficiency of Farmers at Different Concurrent LevelThe microcosmic data of 402 farmers in the west of Jilin Province was calculated mainly using the three-stage DEA model in Chapter 6.The results show that environmental factors have an impact on the evaluation results of production efficiency of concurrent farmers in Jilin Province.After excluding the environmental factors,the proportion of technical effectiveness increases from 35.66% to 40.23% which shows that pure technical efficiency is the main factor that causes the increase of comprehensive technical efficiency.The adjusted results show that the comprehensive technical efficiency of pure agricultural households and I concurrent farmer households is mainly contributed by scale efficiency.The comprehensive technical efficiency of II concurrent farmer households and non-agricultural households is mainly contributed by pure technical efficiency.Finally,the order of the comprehensive technical efficiency of the four types of farmer households is as follows: pure agricultural households >?concurrent farmers > nonagricultural households >?concurrent farmer households.On the basis of the achievements above,policy directions of promoting the concurrent operation of farmers in Jilin Province proposed includes strengthening the investment in agricultural infrastructure to ensure the sustainable development of agriculture,cultivating professional farmers to promote the specialization of agricultural production,reforming the land system to encourage concurrent farmers to leave the land and agriculture,creating nonagricultural employment opportunities to promote the non-agricultural transformation of farmers and developing agricultural service to promote the deepening of farmers' concurrent employment level.
