With the ever deepening of economic globalization and regional economic integration, cooperation and development have been the mainstream of today's world. With international division of labor increasingly deepening, the interdependence among nations has been gradually strengthened and the process of global economic integration has been accelerating. The most obvious advantage of Integration is that it highlights geographical advantages of regional markets, broadens the scope of the market, increases the overall size of the economy, and improves the economic expansion. It is beneficial to maximize interests and upgrade of international status that multinational and regional cooperation play an important and positive role. Bonded zone is a new comprehensive free trade area in China's reform and opening up, which combines the common practice of international free trade zone with China's actual situation. China's establishment of bonded zone is designed to further expand the opening up, and strengthen international economic cooperation in the international trade, logistics distribution, in areas such as processing business for a relatively rapid development, form a new growth point in an open economy, and promote rapid regional economic development.After more than 10 years'development, China's 15 bonded zones have been continuously growing in economic strength. As connecting bridges between domestic and foreign markets, they have played a positive role in promoting international trade, attracting foreign capital and technology to stimulate China's economic globalization. Preferential tax policies have also played an important role. After joining the WTO, China has reduced its overall level of tariff and adjusted the enterprises'income tax law and so on. This has gradually weakened advantages and competitiveness of the original bonded zones. Given the shortcoming of the present process, the development of the bonded area faced with a new challenge in a number of areas. How to operate a bonded trade zone has been the focus of attention, How to adjust the preferential tax policies to cater to the development of the bonded area is the purpose of this thesis. Starting from the general situation of the bonded area, the thesis points out that preferential tax policies are important factors to the rapid development of the bonded areas, and macroeconomic development must be coordinated and resource must be redistributed in the process of bonded zones development while proper tax preferential policies must be applied to encourage the leading industries and optimize the industrial structure. This thesis consists of five parts:PartⅠ, introduces the course of development of the bonded zones and a brief review of the function, design and development stage of China's bonded areas.PartⅡ, analyses the role in promoting regional economy by applying the growth pole theory. It explains the economic interests and important factors in utilizing bonded zones. It proves that establishment of bonded zones in China and investing in them are win-win solutions. It shows the reasonableness and effectiveness of the tax preferential treatment provided by the bonded zones.PartⅢ, introduces the changing process of tax preferential treatment of bonded zones in China by taking the changing of tax refund policy as the main line. It gives an overall appraisal on the current tax preferential policies and points out the policy deficiencies.PartⅣ, introduces the tax preferential policies of the Free Economic Zones abroad by focusing on income tax relief, low tax rate, accelerated depreciation, investment credits, research and development incentives. It explains their characteristics of preferential tax policies.PartⅤ, analyzes the problems of the development of China's bonded zones. By improving the function and integrating the advantage, it shows the development trend of the bonded zones in China. After joining the WTO, China's reduced its tariff; in 2007 new enterprise income tax law marked a historical turning point. Bonded Zone "SAR" status are facing severe challenges. The development of the bonded zones is in line with that of the world economy. Tax preferential treatment in bonded zones in China should be changed according to the macro economy.On the basis of relevant information, the thesis is written by research and comparative literature study. By learning from foreign experiences, it puts forward a series of adjustment policies of tax preferential treatment. Due to the limit on the research methods and level, the research remains at a low level and need to be improved in development direction and reform proposals.
