After rapid development for more than a decade, China's national grade new & high-tech industrial development zones have made remarkable contributions to cultivating new & high-tech industry, driving regional economic development radioactively, exploring and practicing new type of management system and operation system, as well as culturing and training excellent management talents, etc. As economic globalization speeding up and China's entry into WTO and participation into international competition in all round way, management organizations of national grade new & high-tech zones at all levels will face new development opportunities and severer challenges, under this background, managers in new & high-tech zones must go deep into system reforms and mechanism innovations, and to meet new requirements of economic globalization, wholly raise management and service levels, to strengthen cultivation, motivation and guidance on the management talents in the new & high-tech zones so to enable them to keep rapid, sound development trend in the keen international competitions.Motivation theory of the western countries and practical experiences of domestic scholars have practical meanings on the trial to establish a new type of employee motivation mechanism in the Nanning New & High-tech Zone. In recent years, as the total economic volume increased and staff grown, the Zone has accumulated some experiences in this regard and made relative achievements, but many problems, such as motivation deficiency, still remained in carrying out of the system. This called for analysis of employees' nature and their needs and following the principle for combining material benefits with spiritual benefits, as well as other principles, to innovate the motivation system with basis on mechanical innovation and with key on management methods innovation, so as to raise the management level. In this article, through analysis and research on the motivation theories of home and abroad, and combining the characteristics of administrative management system in the Nanning New & High-tech Zone, analyses have been made from multiple aspects of the existing motivation system of the Zone and successful experiences summed up and deficiencies checked out, and detailed countermeasures for completing employee motivation mechanism put forward. In this article, when designing the employee motivation system, emphasis been played for current situation study, fairness of motivation stressed, and encouragement/punishment between achievement/efficiency been linked by using of targets and feedback. In a word, during rapid development of the social economy today, Nanning New & High-tech Zone, only by seizing opportunities, innovating motivation system, can it attract and keep talents to serve itself, can it create more living and developing space in the keen market competitions.
