Organization citizenship behavior (OCB) has been a hot topic in organizational management research in recent years. It refers to the individual behaviors that are discretionary, not directly or explicitly recognized by the formal reward system, and that in the aggregate promote the effective functioning of the organization. It is a spontaneous employee's behavior. With the flattening of organizational structure, OCB was more and more valued by the researchers and managers. In the west, there are a great of research results, but it's beginning in Chinese mainland where there is little Empirical Research.This study is a deep research on the OCB of state-owned enterprise employees. Based on the summaries on the origin, content and scales of OCB in China and abroad, combining the observation and testing the employees, we worked out a questionnaire of the OCB through "translation back and forth" technique. Then we collected samples, analyzed items and explored factors analysis, finally we got the five-scale structure and studied the reasons of OCB of the enterprise. At last, we provided some suggestions to management for their improvement on OCB.
