This article tries to apply to managerial knowledges, expounding how The rural areas' fixed line business of HN Branch of CNC has gone through difficulties and made profits through changing its management concept in new situations. At present, the situations that HN Branch faces can be described as consubstantial competition going more and more tough, and heterogeneous competition replacing it faster.At the same time, new business increases too slowly to make up for the loss of the present business competition. So it's an urgent affair to realise the stocking tenure of rural areas' fixed line business that has the biggest sized subscribers. So to study the transformation of its managerial concept is very important for HN Branch of CNC to fully avail itself of its advantages and to increase its competitiveness.This article begins with the analysis about the competitive situation that HN Branch of CNC is confronted with, then uses several techniques such as PEST analytical approach, Porter's Theory and Boston Matrix, to analyse the competitive situation and fix the core competitive ability and critical competitive factors. According to the characteristics of rural areas fixed lines,it has put forward the progamme for the concept transformation of the whole business management, and simply analysed the enterprise's macro political,economic,social and technical environment.Then it analysed the company's background according to the aboving four factors,so that it's beneficial for the company to handle the macro environments on the whole and evaluate the influences that these factors imposed on the company's tactic target and the target's constitution. By means of Porter's Theory,an analytical technique,the article analyses the five powers that decide the competitive scale and degree,and estimates the products'attractiveness to customers.Through Boston Matrix,it explores the choices the company made about the managing tactics.This text makes full use of the four advantages of HN Branch of CNC,that is, Fixed Network's unique communication predominance, Asymmetry predominance between different network balance, Fixed Network Corporation's Multi-service integrative predominance, and "Fixed Network's communication integration predominance",establishing the target of managerial concept transformation as fully releasing the subscribers' traffic,and taking the traffic's release of different area and class as the breakthrough of the whole work.So that the core competitiveness of rural areas fixed line products increases, and the incremental market rises steadily. When the falling trend of the fixed line income is urged, the revenue greatly grows .
