Major telecom operators is in the period of strategic opportunities in a major change and a major transition, the ICT business is one of focus business the telecommunications operators in achieving its strategic. One of telecom operator have its late start in domestic ICT market, the ICT market weathered the initial stage, is still not mature, at a period of rapid growth, with huge development potential and bright prospects for development. In this context, this thesis discussed the ICT business market research and marketing planning carefully to rapid this telecom operator restructuring.This thesis discussed this telecom operator ' s ICT business environment and marketing strategy, by using market environment analysis theory, market segmentation theory and market planning theory. On the basis of the analysis of this competitive communications market trend, macroeconomic analysis of the market environment, microscopic analysis of the market environment, I summed up the challenges and opportunities of this telecom operator by using such methods of SWOT analysis, PEST analysis. This research discussed strengths ,positioning and development goals of this telecom operator' s ICT business, by the analysis of the market situation of ICT business and the trend of industry competitors. In light of the actual situation, this research discussed ICT market segmentation, product classification and the target customers of choice. Then , based on 4PS marketing theory, I have formulated a series of target marketing strategy about ICT business development of this telecom operator. At the same time, it discussed that this telecom operator should take a number of security measures to promote ICT business objectives in the early development of the ICT business.
