In H Mobile, the performance-oriented reform of performance management system has been taken since 2003. In recent years, H Mobile has been growing at a fast speed in fanacial performance and operational level While at the same time, the improvement of the performance management system is not going forward as expected.. The problems in performance management, such as weakness in strategic thinking, lack of process control, and so on has restricted the development of enterprise. Therefore, facing with the fast changing and complex competition, H Mobile must take effitive actions in improving the performance of the staff and then the company to maintain its enterprise competition advantage and achieve sustainable development, It is becoming very important and urgent for the company.This text is mainly about the study on the improvement ststegy of the performance management system in H Mobile. This text reviews the course of H Mobile's performance management ,analyzes its present conditions deeply ,and points out the existing problems,explicates the key realm of the improvement. The text states the detailed performance management system designing process in H Mobile which based on the theories of BSC , by the method of documentary analyzing , questionnaire survey and through interviews ,and the correspond implement suggestions are put forward . It is hopped that the H Mobile's performance management will be more scientific, specific and rational by this design. Through the scientific system, the employee's ability will be developed extremely, the performance of the staff and the company will be improved ,the enteprise competition abilities will be promoted.The research thought and results also have some inspiration meanings for other telecommunication enterprises.
