In H Mobile, the performance-oriented reform of performance management system has been taken since 2003. In recent years, H Mobile has been growing at a fast speed in fanacial performance and operational level While at the same time, the improvement of the performance management system is not going forward as expected.. The problems in performance management, such as weakness in strategic thinking, lack of process control, and so on has restricted the development of enterprise.
