This thesis discussed the Human Resource Strategy of China Service Outsourcing enterprises; try to provide some solutions for the lack of human resources for these enterprises.Software and Information service outsourcing is a new industry with highly speed development, the government releases so many policies to accelerate and support this area, but in the past years, the lack of human resources has been one of the most important bottlenecks of development. How to get enough qualified human resources and train them.By analyzing the competition environment of software and service outsourcing industry, using the methods of SOWT, PEST and Michael Porter Diamond Model, to make sure that how to get, train, keep and use the excellent and enough human resources is the core competency of software and service outsourcing enterprises. According to the characteristics of the human resources in software and service outsourcing area, under leading of service outsourcing enterprises, with the involving of government, universities, training companies, by creating new college of service outsourcing to resolve the lack of human resources.
