Guangxi Beibu Gulf Economic Zone In Government Management Reform And Improvement

Modern public administration studies show that the administrative act and function of government administrative system is largely affected by the certain environmental factors, the administrative system is not a system which is isolated from the natural system or social and economic system, but is closely connected with the subsystems of society, interacting and constraining with each other. Therefore, every research about the activity and relationship of administrative system cannot be done without the certain environmental factors of economy, politic and culture. And the government administrative system can be fully developed and operated, only in the ecological balance of economy, politics, culture and other social environment. Government's act will play an important role in the process of construction in Guangxi Beibu Gulf Economic Region, while the administrative system is the key part of government. This paper, from the administrative ecological view, analyze and research how the government of Beibu Gulf Economic Region reform and improve the management and let this system reach the balance among the metabolism, material cycle ,energy cycle under the influences of society, economy, politics, culture and of other social environmental factors. This article use Riggs's Ecology of public administration ecology and its main functions to do the research. According to the theory of administrative ecology, this paper especially introduces some scholars's confusion and misunderstanding about the administrative ecology in china, clear and define the relevant concepts. Then, this paper elaborates the current status and existing problems of governmental management in Guangxi Beibu Gulf Economic Region, starting from the angle of administrative ecology , mainly focuses on the five factors and three speciality of administrative ecology. Literature consultation and other methods were applied to elaborates and analyze the interaction of the environment and administrative system of governmental management in Guangxi Beibu Gulf Economic Reigon, to analyze and research the question of reforming and improving of governmental management. Based on these, analyzing the dilemma and problems existing the governmental management, putting forward creative ideas and suggestions on advancing the reform and completion of the new government, in order to filling and perfecting the gaps in the relevant study for scholars to research ,science policy and practice reference. This paper would enlighten the government reform and improvement as well as its economic development in Guangxi Beibu Gulf Economic Reigon.
