Exploration & Analysis Of Strategies Of County-level Economy Development

As one part of the national economy, the importance of the county-level economy has attracted high attention from personalities of various circles in recent years in China. With the rapid development of the national economy, the county-level economy of Yichun City has grown a lot in Jiangxi Province, but it still is at a more backward position, compared with the provincial or national economic development, and the economic disparity is enlarged in the counties of Yichun City.By the diagnosis analysis and contrast analysis, the paper discovered that, firstly, the industrial structure is irrational in the counties of Yichun City, its industrialization and urbanization process lagged behind and the traditional agriculture has improved slowly. All these internal factors cause the pecuniary embarrassment, insufficient growth stamen and other questions of the economic development in the county-level. Secondly, the weaker position of the county-level economy, compared with the urban economy, makes massive factors of production outflow to the urban regions. The most importantly, the supports of fiscal, financial, administrative systems are insufficient from the General Government and the provincial government to the county-level economy.The author suggests that the county governments should play important roles to realize the optimization of resource deployment and to enhance the economic benefit of the whole county in the base of exerting superiority of every county, by adjusting and optmizing the economic structure, fostering special industries and brand enterprises, promoting the county-level industrialization and urbanization process, reforming the traditional agriculture, pushing the traditional agriculture towards the modern agriculture, deepening and expanding the opening up to the outside. The writer also proposes the General Government and the provincial government reform the fiscal, financial, administrative systems and institutions concerned, to give the county governments more supports and corresponding authority so as to secure county-level's sustained and rapid economic growth.
