A Study On The Development Of Dounty Economy In Linyi City, Shandong Province

As the unit of national economy, county economy is the basic carrier implementing national policies, especially agricultural policy. County economy plays an important role in the development of our county. Since the 16th national congress of the CPC, our government attaches great importance to the development of county economy, has taken various measures to support the development of county economy. Some scholars hold the view that county economy represents the pole of economic development growth in China. However, most current researches about county economy aim at relatively developed area, the research about poor area is rare. Linyi city lies in the south of Shandong province, which is an important regional city in Shandong province. There are nine areas in Linyi, including three city districts and nine counties. In the overall, the development of Linyi county economy is low. In recent years, Linyi county economy took full use of its own advantages, achieved good results. However, there are still some problems. This article chooses the datas from Linyi City Statistics, Shandong Province Statistics. It describes the development status of Linyi county economy, analyzes the characteristics and existing problems. On the base of the research results, this article uses the SWOT model to analyze the developing environment of Linyi county economy, and discusses the measures to accelerate the development of Linyi county economy.County administrative space is the basic area for the county economical activities, and the county governments play an more important role than other regional economy goverments. They are the three essentional factors of the definition of county economy which the author agrees. The article introduces the basic theories including Lewis binary structure theory, regional specialization theory, growth pole theory, the evolvement law of the industrial structure theory and the sustainable development theory. These theories have strong guidance in the development of county economy. At present, there are great schloary works aim at related concepts and county economy development. The basic conceptions include county economy conception, features, and types. The development of county economy research include the restriction factors, development model, and the developing countermeasure, etc.County economy accounts for a great proportion in Linyi whole economy. GDP accounts for 70 percent of the whole GDP of Linyi. From the year 2004 to 2009, Linyi county economy had got outstanding achievements.The economy scale and the capital level have been increasing rapidly. However, compared other cities'county economy especially Qingdao and Weihai, the economic level of Linyi county economy is low in Shandong province. According to different standars, Linyi county economy can be classified into different types. According to the features of industrial structure,the nine counties can be classified into groups as below:Cangshan county, Yinan county, Mengyin county can be classified into agricultural county; Yishui county, Fei county, Linshu county, Tancheng county can be classified into industrial county, Pingyi county can be classified into tourism county, Junan county can be classified into trade- pulling county. We can see that the first industry of Linyi county economy accounts for a great proportion; the second industry has been developing fast, but the output is not high; the third industry develops at a high speed, especially the tourism and the wholesale & retail industry grow fast.In recent years, Linyi county economy has reflected new features. The level of the industrialized operation has been improved, the industry are different from other places'industry; trading and tourism industry have been developing rapidly; the gap beteween nine counties becomes bigger, etc. Although the economy development of Linyi county has obtained good results, it still exists many problems. The problems of the development exist from the view of the gap between city area and county area, the level of the industry, the growth mode, the scale of the enterprises and the level of the urbanization.These problems limit further development of Linyi county economy.This article analyzes internal and external environment, favorable and unfavorable factors. There are many advantages in Linyi county, like rich resouces, location and traffic advantages. However, capital shortages, low-level technology and the traditional thoughts become the weaknesses. National policy support, the stimulus impact of the central city area and the transfer of big enterprises provide good external envioment. Linyi county ecnomic also face the challenges that the surrounding area develop quickly, the industrial upgrading age has come.This article put forward some development countermeasures for Linyi county economy, including taking use of external opportunities and internal resources; overcoming technical disadvantage; using policy support to solve capital shortage, combining uniqe advantages of each county, and improving the regional competitive level.The author hopes this article can be useful to give advices on the development of Linyi county economy.
