The Research Of Coordinated Development Issues Between Environment And Economy Of Yichun Forest Zone In Heilongjiang Province

In the Third Plenary Session of the Party’s eighteen Central Committee of theCommunist Party of China, it proposed the construction of a beautiful China throughdeepening ecological civilization reform, speeding up the establishment of ecologicalcivilization system, completing a sound national spatial development, saving resourceconservation, forming ecological and environmental protection systems and pushingthe mechanisms to promote the harmonious development of man and nature to form anew pattern of modernization.In the Plenary Session, around the construction ofecological civilization, we must establish a complete system of institutional system ofecological civilization with a system to protect the ecological environment. Toimprove the system of property rights and natural resource assets use control system,designated ecological protection red line, the implementation system of paid use ofresources and ecological compensation system, the reform of ecological environmentprotection management system. At present, China is in a period of rapid economicdevelopment, the environment and economic development appear discordant state,mainly for economic development at the expense of the environment, environmentalprotection and economic development can not be coordinated. Yichun City,Heilongjiang Province, located in northeastern Heilongjiang Forest, Mountainsthroughout the whole territory, is the important ecological function areas. Yichunforest region in the long-term development, the environment and economicdevelopment appeared uncoordinated state economic development mainly depends onforest harvesting, at the expense of the environment at the cost of rapid economicgrowth, is a violation of the laws of nature and eco-development unsustainabledevelopment. In the area was identified as the ecological function after theimplementation of the policy to prohibit logging in a certain degree of protection ofthe environment at the same time, so that the economic development of Yichun forestregion lost their starting point, leading to economic development presents a relativelybackward situation. In this paper, Heilongjiang Province, Yichun forest environmentand economic development for the study, research and theory to explore through thesystem, trying to crack the difficult environment in harmony with economicdevelopment problems, provide suggestions for the Yichun Forest Environment and Economic Development.In this paper, qualitative analysis and quantitative research methods are used, byexploiting the forest environment and economic development problems in the analysisof existing phenomena qualitatively summarized the relevant concepts and theories.Focus on the use of questionnaires and correlation analysis, principal componentanalysis, entropy method econometric methods, systems, and accurately describesthe status Yichun forest region ’s economic development, and thus to clarify theincome Yichun forest environment and economic development exists low, awarenessof the environment and the coordinated development of the economy is weak, singleindustrial structure, mode of production and the extensive policy support imperfect.Based on this theory, system theory and the ecological and economic environmentcombined with the sustainable development of economic theory, put forward relevantsuggestions to coordinate economic development in Yichun forest region: establishthe scientific concept of development, the formation of " a harmonious environmentand the economy had" improve ecological protection policies to achieve sustainabledevelopment forests; change the traditional model of economic development, theformation of eco-friendly economic development path with the " forestcharacteristics"; fully functional forest ecological value, and build awareness of thenew forest development District industrial layout; adapted to local conditions, tocontinuously improve the independent innovation forest income; gradually separatingthe administration to establish a scientific management system.This study built on long-term research on the basis of a large quantity of data,the thesis writing process, and strive to be objective and true. However, due to thelimited level of their theoretical research, research on certain issues is not deepenough, to be further improved, follow-up study. Through research and writing ofthe paper, in order to coordinate Yichun environment and economic development,provide useful suggestions and rational exploration.
