The sustainable development is the subject of the development nowadays in the world, the core of which is the natural and sociaty's coordination development, the contant is population, resourse, environment and economy. They affected and influenced each other, by which composite a dynatic and free and complicated system. To make the four part develope coordinationly, we should evaluate the coordination of the system first, and then, we can apprasel a tragitic of the four parts developing coordinationly and foresee the future of the coordination of the four parts. Therefor, to analysis the coordination of populatin, resourse, environment and ecomoncs is full of means and very important.Grey System Theory, which studies the uncertain system on the "small sample", "poor information", i.e. "partial information known, partial information unknown" we have. Through creating and excavating the limited information, we could understand the real world, describe its evolvement rule and grasp its running behavior exactly.This paper studied on Shannxi province's population, resourse, economics and environment sub-system and the relationship of the four sub-system, to make the sub-system coordination by using grey system science and theory to analysis Shannxi's level of coordination. Firstly, this paper created a system to evaluate the level of coordination. Secondly, using grey synthetic appraisal to get the develop level of Shannxi's population, economics, environment and resourse in the year of 2000-2005. Thirdly, using balanced theory and grey relational analysis theory separately to appraisal the level of coordination in Shannxi develop during the year of 2000-2005. Fourthly, using GM(1,N) model to analysis the sub-system's coordination of develop.
