The European Union promulgated the "Directive about Restriction of Hazardous Substances in electrical and electronic equipment" (Directive No. 2002/95/EC, referred to as "RoHS Directive"), and "Directive about Waste Electrical and Electronic Equipment"(referred to as "WEEE Directive") in 2003,which restricted imports on products including the six toxic materials, such as lead, cadmium, hexavalent chromium and other elements. Chemical materials industry as the upstream industry, affects and influences the automobile, building materials, textile and other industries. Problem of materials containing hazardous substances is not only an industry problem, but also a resource problem, even an environment problem. The two directives greatly enhance our manufacturing costs and greatly reduce our products' competitiveness on the international market.At present, the international restriction to toxic and hazardous chemical materials is not weakened, but the trend is growing, which showed that the WTO green barriers bulletins and directives about restriction of toxic and hazardous substances are more and more. In addition, as living standards improve, the demand for environmental protection and green products have become more sophisticated. Such type of problem is continuing and intensified, but China has not yet addressed an effective model to solve this problem. This artical from the perspective of national level, will analyze how to create a toxic and hazardous substances technological innovation system, to solve the problem systematically.The current study of innovation system mainly focused on the national innovation system and industrial innovation system, and also on a particular industry to build on its industry innovation system research, but lack a special innovation system to solve a particular problem.Firstly, the article reviews and summarizes the domestic and foreign scholars'study on the national innovation system and industrial innovation system. On this basis, through research and analysis, the article finds the status and future trends of China's substitution of toxic and hazardous chemicals functional materials, and based on system theory, the article also will analyze China's technological innovation system's general structure, system environment, technical systems and organizational and policies of substitution of toxic and hazardous chemical materials. Finally, the article builds the technology innovation system of China's substitution of toxic and hazardous chemicals functional materials, and makes recommendations on the innovation system.
