Technological innovation is an important source of supporting scientific andtechnological progress as well as social development. Especially in the new century, theemerging technologies as the core of the emerging strategic industries, it leads the rapiddevelopment of the new round of science and technology, constantly changes thecompetition of enterprise and the industry sectors, with making new industry came out,old industries suffered damage and destruction. In order to evaluate and identify themost valuable of their own technology, Enterprises need according their own resourcesand strength; In order to get the most innovative income, they need to select theappropriate access of opportunity and the development of emerging technologies path.Government should to stand on the height of the strategic development, from a dynamicperspective to make a comprehensive evaluation of innovative enterprises, technicalcharacteristics, resources and conditions within the region, to find out the technology ofscience and technology projects whether can become emerging technologycharacteristics, whether have the potential of becoming emerging technology industries.In response to these issues, this paper established a three-dimensional evaluation indexsystem, and used attribute comprehensive evaluation of the systems to distinguishdevelopment potential of science and technology projects. For all of this, in order tomake an useful exploration for government and enterprises, good for them to find themost potential and appropriate technology projects.First, we reviewed and analyzed large amounts of literature about emergingtechnologies as well as scientific and technological projects. And then explored theemerging technology industry about the formation mechanism and influencing factors,propose that emerging technologies is not a purely technical concept, but a dynamicprocess of development of business, technical, environmental and other factors. withmulti-level, phase characteristics.Second, based on the research of the characteristics, the formation mechanism andinfluencing factors of Strategic emerging industries, distinguished the difference between new industrial projects and general sense project. And then, proposedobjectives, principles and ideas of new industrial projects. In accordance with formationmechanism and influencing factors emerging technology industry, from three aspectsabout “enterprise organizational capacity-technical environmental conditions-its owncharacteristics”, set up the three-dimensional assessment indicator framework. Andproposed evaluation indicators of science and technology projects in threedimensions.Finally, selected the Analytic Hierarchy Process，determine the weight of theevaluation of emerging technology. And then chosen attribute comprehensiveevaluation system to analysis specific projects, in order to find out the potential for theformation of the emerging industries of strategic technology projects.
