Faced with fierce competition in the market, how to retain staff of the organization and to enhance loyalty and reduce the flow of huge losses, has become the modern enterprise human resources management departments concerned the core issue. The good enterprise culture is similar to a hatchibator, and it has provided the enabling environment in order to construct loyalty. Through a lot of empirical data that effective organizational culture of supporting long-term development of enterprises, thereby enabling enterprise managers to build an effective organizational culture system according to a light of its own characteristics scientific, and establish a higher staff organizations agree that the staff can make the vision of enterprise and enterprise business philosophy node together, loyal employees and provide for an effective proposal.This study first proposed the idea of the theoretical topics, the preliminary design of the model framework, and then reviewed the organizational culture, organizational identity and loyalty of staff related theory, the situation on the previous studies as well as the current use of measurement tools outlined. And then on this basis of this study was to determine the data gathering methods, using questionnaires and interviews investigation acquire a large number of effective data using SPSS statistical analysis of this tool. Finally, the results are collating and annotations. The results show that: (1) Different types of organizational culture, the staff identification with the organization - ownership of the organizations agree, survival of the organization agree, success of organizational identification is different. (2) Different types of organizational culture, the staff of the organization demonstrated by the loyalty - loyalty norms, feelings of loyalty, and sustained loyalty, loyalty to ideals are different. (3) Staff background variables in the nature of an enterprise, the number of employees, working life of the enterprise, educational background with the existence of correlation between organizational culture. (4) Staff background variables affecting more or less all the staff of the organization's identity and loyalty. (5) Staff agree with the organization's existence correlation between loyalty, and to some extent affects the performance of staff loyalty.
