Research On Expert Examination And Bid Evaluation Indexes Systems Of Inner Mongolia Electric Power Company Material Purchase

The status of materials purchasing bidding work for Inner Mongolia Electric Power Company is analyzed, and the sides to be further improved are pointed out. And then two important problems - expert examination and bids evaluation are extensively studied in this paper.First of all, two evaluation indexes systems - expert examination and bids evaluation are constructed by drawing lessons from the successes of Inner Mongolia Power Company materials purchasing bidding history and the works of other related researchers. Secondly, taking into account the indexes systems constructed are multi-layered composite systems, AHP is meant to be used for calculating the indexes'weights, but at the same time the expert's fuzziness in construction of comparison matrixes is also taken into account, an improved Fuzzy expand the Analytic Hierarchy Process (Fuzzy Extended AHP-FEAHP) is used to calculating the weights of the indexes. Finally, for most indexes of the two system are qualitative indicators, the fuzzy comprehensive evaluation is used for integrated assessment, but also the deficiencies of traditional fuzzy comprehensive evaluation method for using fuzzy integrated operator is also taken into account, the improved fuzzy comprehensive evaluation method is used for whole assessment.
