After more than 30 years of orderly development and gradual evolution in China's rural land circulation policy,its specific policy content has been constantly updated and perfected with the actual development of rural productivity.Through combing and interpreting the policies and legal documents of rural land circulation from 1984 to 2018,the changing process of rural land circulation policy in China since the reform and opening up is divided into four stages: restart,development,regulation and innovation.Based on the historical analysis paradigm of historical institutionalism to study the changing path of China's rural land circulation policy,it is found that the restart of this policy is a "by-product" in the process of promoting the reform of the rural land management system from the bottom to the top by the broad masses of farmers.At the same time,in the early 1990 s,the rural land circulation policy experienced a path adjustment,which became a tool for the central government to develop moderate scale management and build a new type of agricultural management system,and showed a strong path-dependent feature in the subsequent evolution process.Finally,using the structural analysis paradigm of historical institutionalism to discuss the issue of dynamic mechanism of rural land circulation policy change,and analyze Seven main variable factors,which include the change of macro-institutional environment,the renewal of political elites' ideas,the function of other related policies,the innovation of socio-economic technology,the influence of traditional history and culture,the pressure of external demonstration effect and the promotion of political actors.Therefore,the future development and evolution of rural land circulation policy in China should be based on improving the existing rural land system arrangement,following the objective law of the adaptation of productive forces and production relations,and showing more human-oriented value orientation.
