Multinational pharmaceutical corporations get raw material medicine by international trade and establishing production line in China stemming from consideration of cost and environmental protection. As a result, China raw material medicine industry is at the bottom of smile curve, and industrial structure can not be promoted. Along with social progress and enhancement of global environmental protection consciousness, manpower and environmental protection cost static superiority will vanish. Therefore, Grasping the rule of international medicine industry transfer can not only fill in the theory blank, but also can instruct us how to better continue the transfer and how to counter-transfer.The main content and achievement of this paper is as follows:Firstly,this paper proofed the insufficient on the rule of pharmaceutical industry transfer by reviewing and analyzing industrial transfer theory and explained the particularity and generality of the rule of pharmaceutical industry transfer.Then, this paper took raw material medicine industry as research object, described the developing history of vitamin C and penicillin. The author deduced the transfer path of pharmaceutical industry by tracing output through different years. After that, summarized the transfer rule of pharmaceutical industry and forecasted the tendency of world pharmaceutical industry, Chinese pharmaceutical industry and Indian pharmaceutical industry in the future.Finally, based on the rule and tendency of pharmaceutical industry, the author analyzed the development of pharmaceutical industry in China and proposed the countermeasures and the suggestions for pharmaceutical industry in our country.
