Comparative Study On The County Economic Competitiveness Of Hebei Province

The county is the basic unit of China's socio-economy. It plays an important part in the entire national economy. The economic competitiveness is an important component of the county economic development. The magnitude of county economic competitiveness is not only determining the quality, potentiality and stamina of the regional economic development directly, but also determining the regional social civilization and progress degree. At present, with the operation and development of the socialist market economy system, especially our country joining WTO and the acceleration of the trend of economic globalization, the county economic development is breaking the bounds of county and province and presenting the new competitive situation. The county economic competitiveness has already become the crucial sign measuring if the region has the practical and potential competitive advantage as well as the key factor to the sustainable development capacity. Studying on county economic competitiveness not only has theoretical value, but also has great realistic significance to develop the rural economy, solve the "Three Rural Issues", and narrow the gap between urban and rural areas, so as to build a socialist harmonious society.First the paper starts with the nature of competition, according to the basic characteristics of county economy, defines the concept of county economic competitiveness, reviews the relevant theoretical knowledge, and explains the theoretical basis of county economic competitiveness. The demonstration part of the paper mainly conducts the research taking Hebei Province as the example. Based on the valuable experiences and methods of the evaluation of the competitiveness, the paper establishes a country economic competitiveness evaluation system, including macro-economic competitiveness, agriculture competitiveness, industry competitive- ness, service industry competitiveness, government management competitiveness, infrastructure competitiveness and culture & education competitiveness, comprehensively reflects the county economic development status and potential. The paper uses factor analysis and entropy method to go on research of estimating the 136 counties of Hebei Province, and calculates the scores of county economic competitiveness; From the longitudinal comparison, it reflects the unevenness of economic development between the counties of Hebei Province; from the Horizontal comparison, it reveals a quantitative contrast between Hebei Province and Jiangsu, Zhejiang Provinces, objectively analyzes the contradictions and problems of the county economic development in Hebei Province. Then the paper uses panel-data model to deeply analyze the impact factors of county economic competitiveness. Finally the paper puts forward corresponding policy and advices for promoting the county economic competitiveness to help for the county economic development.
