Evaluation Of The Economic Competitiveness Of The County Of Sichuan Province In Hilly Area

The county economy, as the most basic unit of our social system, is the driving force and source of the coordinated development of national economy. At present, the analysis of the competitiveness of the county economy is the focus of academia and governments at all levels, but domestic research in this field are mostly focused on the theoretical level, a large number of literature are basically around the county or regional competitiveness of the connotation, features and the evaluation methods, etc, which is not combined with the reality well, and some theories and meanings are still in dispute. According to the problems above, based on the collection, summary, reference of competitiveness theories and research achievements at home and abroad, this paper is trying to redefine the connotation and characteristics of the comprehensive competitiveness of county economy, and treat the county as the essences of regional competitiveness research.Sichuan province is one of the largest population and economy in our country, which has vast territory, complicated terrain and numerous counties, but the economy under the vast background is uneven between each county. From the point of view of the terrain category, the economy of hilly county is not high and the individual difference is huge. Therefore, how to adjust measures to local conditions, foster strengths and circumvent weaknesses, improve the comprehensive competitiveness of county economy, have become the focus of the provincial, city and county governments at all levels.Based on studying the previous research of comprehensive competitiveness of county economy, by adopting the combination of theoretical and empirical analysis research methods, combined with the features and actual situations of hilly area of Sichuan province county territory economy, building up the evaluation index system of comprehensive competitiveness of county economy, using the factor analysis method to measure the 68 hilly counties for quantitative analysis. And on this basis, combining with the characteristics of various counties (cities), to progress the clustering analysis the research objects, then we can obtain the final classification results and put forward some corresponding countermeasures, which could promote the rapid, sustained and scientific development of hilly area of Sichuan province. And this paper could also be the reference of other provinces and cities to analyze and evaluate the competitiveness of the county economy.First of all, this paper gave the definition of the connotation and characteristics of county economy, and define the concept and actions of comprehensive competitiveness of county economy. On the basis of the review of the existing related research at home and abroad, this paper further illustrates the value and necessity. Then, introduces the theoretical basis of associated with this article, from the balanced growth theory, competitive advantage theory, comparative advantage theory, on the basis of these theories this paper summarizes the basic theory of anticipatory guidance to this article.Secondly, according to the actual circumstance and the characteristics of the research objects, this paper constructs the hilly county of Sichuan province comprehensive competitiveness evaluation system and choose 31 indicators. Using the factor analysis method to evaluate. On the basis of their comprehensive evaluation score, draw the ranking of the targets. Then, divide 68 counties into five categories through clustering analysis, analysis their present situations and the reasons.Finally, on the basis of the qualitative and quantitative analysis above, this paper puts forward several promotion proposals which are specific, feasible and combined with characteristics of targets. For example, to use the geographical advantages, strengthen regional cooperation; to balance economic development, to build characteristic industry; to encourage technological innovation, accelerate the industrial transformation; locate the leading industry, support leading enterprises; perfect infrastructure, develop modern agriculture, etc.
