Foreign Supplier Management is now becoming a hot subject in the research of theory and application by Western enterprises; whereas in the Chinese shipbuilding industry, this has been just performed by means of previous working experiences. In some cases, such management work even gets done inactively. It is therefore utterly unsupportive in strategic planning of a company's future development. In a working environment where supply chain management is being applied in Chinese shipbuilding community, it should be unprecedented an effort in attempt to explore the complex assessment and selection of foreign suppliers, the most complicated part of job in the foreign marine equipment supplier management.This paper briefs first the importance in developing the shipbuilding industry, its overall global trend, and status quo in china. And it introduces then Dalian Shipbuilding Industry CO., LTD. (DSIC), its existing condition in foreign marine equipment supplier management, and pinpoints those major issues encountered. These problems lie in an excessively basic and broad management method, with no application of categorization methodology, less systematic analysis and control of procurement cost prior to actual purchasing activities being conducted. The evaluation and selection of foreign marine equipment suppliers are being done with unscientific approaches; in dealing with these foreign marine equipment suppliers, this process is hardly guided by supply chain management method. And self assessment, process control and post mortem analysis are also seldom conducted in this foreign marine equipment supplier management.Based on this, the author presents following improvement measures for DSIC to effectively administer management over its foreign marine equipment suppliers. Put up a foreign marine equipment supplier management leader team. It is an ABC categorization methodology, putting foreign suppliers into different categories so as to implement management, and create then a database covering those primary foreign equipment suppliers. One approach is to put up a Leader Team dedicated to the control and systematic analysis of procurement cost. Scientific methodology would be also employed to evaluate and select foreign marine equipment suppliers. Communication and cooperation with foreign marine equipment supplier and ship-owner are to be improved to form a win-win supply chain management mode. Foreign marine equipment supplier management should undertake process control, post mortem analysis, and self assessment.Employing those scientific approaches, like relevant Supply Chain theories, Analytic Hierarchy Process and Delphi methodology, the author of this paper performs a systematic analysis, evaluation and selection of foreign suppliers for Marine Integrated Navigation System. With this case analysis scientifically carried out, it offers a systematic method for DSIC in conducting foreign marine equipment supplier management; in the mean time, it also sets up for fellow shipyards a valuable model they could turn to for reference.These approaches offer an important reference model, and constructive proposal for DSIC to speed up its transformation from Procurement Management, which is so basic and broad, to Supplier Management, that is to be sophisticated and intensive.
