Study On The Developing Level Of Guanzhong Urban Agglomeration With Constraints Of Natural Resources And Environment

With the integrative tendency of the economic activities, urban agglomeration becomes the forerunning area of the whole region which it belongs to in the social and economic development day by day. Across-the-board increasing the developing level of urban agglomeration is of essential meaning for the whole area to take up a higher position in the market economy competition. Since the adoption of reform and opening-up policy, with the acceleration of urbanization of Guanzhong area, Guanzhong urban agglomeration came into forth gradually. Accompanied with the scale-up of Guanzhong urban agglomeration and developing of economy, the degree of people to intervene natural resources and environment becomes stronger and stronger. Resources and environment problems have become the counteractive for sustainable development and also have been the one of main constraints for development of Guanzhong urban agglomeration. Thus it's of greating meaning for upgrading the developing level of Guanzhong urban agglomeration to research problems in the development of Guanzhong urban agglomeration with constraints of natural resources and environment.Based on theories of regional economics,environmental economics and urban economics, and also with methods of determining nature and fixing quantify, this paper analyzed the developing level of Guanzhong urban agglomeration with constraints of natural resources and environment systematicly.First, this paper indicated the sufficiency of developing of Guanzhong urban agglomeration and also current condition of resources and environment, expatiated the constraining effect of resources and environment on economic development of Guanzhong urban agglomeration with relevant theories. Second, this paper constructed a Vector Auto Regression model .With the use of VAR-impulse response analysis, this paper described the dynamic constraining influence of resources and the environment on the economic development of Guanzhong urban agglomeration, and also carried on a forecast variance decomposition analysis. Accordingly, this paper revealed the internal interaction mechanism between resources,environment and economic development. Third, From a sustainable development perspective of regional ecnomics, this paper established a evaluating system systematicly on the the developing level of urban agglomeration with constraints of resources and environment.With this evaluating system and the extension evaluation model, this paper made a comprehensive evaluation on the developing level of Guanzhong urban agglomeration and analyzed the existing problems of Guanzhong urban agglomeration. Finally, this paper raised policy suggestions on enhancing the developing level of Guanzhong urban agglomeration with constraints of resources and environment.Researches shown that, natural resources and environment present constraining effect to the developing of Guanzhong urban agglomeration, and also, this effect is of lagging. That means, at the beginning phase, natural resources and environment present sustaining effect to the developing of urban agglomeration, but after a period of time, they present constraining effect. There lies some outstanding problems in the developing of Guanzhong urban agglomeration--sufficiency of developing of central cities, half-baked city system, irrational industry structure, insufficiency of water resource, highly polluted environment, and the developing level of Guanzhong urban agglomeration is just in the initial developing stage with constraints of natural resources and environment.Through the case study of Guanzhong urban agglomeration with constraints of natural resources and environment, the author expect to enrich the development theories of urban agglomeration, and offer successful experience and valuable reference for development of other urban agglomerations also with constraints of natural resources and environment.
