This situation requires enterprises to enhance the ability of independent innovation to promote the transformation of economic growth mode, and the improvement of the ability of independent innovation lies in talents. Acting the job of talent resources and maximizing enterprise talents utility to improve the capability of enterprises independent innovation is of great significance for economic and social development in underdevelopment areas. In view of this, the paper starts the study of enterprise independent innovation talent strategy of underdevelopment areas.First of all, based in the enterprise independent innovation theory, the talent resources strategy and the talent resources strategy of enterprise independent innovation, underdevelopment areas are defined and the enterprise capability of independent innovation in underdevelopment areas is analyzed.
