Research On The Strategy Of Informationization Development In Underdeveloped Areas

In today's world, the trend of globalization and informationization is now irreversible. With information technology developing and application popularizing, a rapid, extensive and profound change is extending all over the world. Many countries are to accelerate economic and social development through formulating national information technology strategies. Informationization degree, it has become a representation of national and regional socio-economic development level.In China, the region's economic and social development is unbalanced, and there is a big gap, inter-regional competition is not only reflected in the resources and talents, but also in people's capabilities of obtain, analyse, and use information. As an important factor, informationzation process affected areas disparity, which has a tremendous impact on the regional economy, management, and social development. Moreover, it impacts on the process of modernization seriously, as well as the breadth and depth of opening to the outside world, has hampered improving the national overall level of development and the comprehensive national strength.Now, in order to narrow the gap with developed areas, promoting development of informationization is a current urgent task in underdeveloped areas, which is the inevitable choice of achieving industrialization, urbanization, informationization and modernization. Therefore, studying how underdeveloped areas through the development of informationization, breaking conventional sequence of agriculture, industry, service industry and informationization process, giving priority to the development of information industry to drive the development of other industries under conditions of correspondingly low level of economic development, and enhancing the region's comprehensive competitiveness in the region to achieve the leapfrog development, have great practical significance.This paper is divided into six parts. In the first part, the topic's significance, purpose of the study and basic idea of research is introduced. In the second part, the background of the informationization development in underdeveloped areas is analyzed from three aspects, which including the trend of informationization development under globalization background, comparative analysis of the informationization development between developed areas and underdeveloped areas, and proposed the urgency of informationization development in underdeveloped areas. In the third part, an example of specific underdeveloped region - Guizhou Province, is analyzed. Through the analysis about its socio-economic development situation and the general situation of informationization development, the difficulties and issues of informationization development to less developed areas are proposed. In the fourth part, the causes of the problem are analyzed from such five factors in the economy, policy, system and so on. In the fifth part, as an example of Guizhou Provincial Department of Land and Resources, the course are introduced about the informationization development from several aspects of the background, constraints, experience and effect. At last, propose an overall vision, and based on the experience of the above case, the specific countermeasures and suggestions are proposed to speed up the development of informationization in underdeveloped areas.
