Research On The Problem And Countermeasure Of The Limited Liability Company's Production And Operation In Seedling Business Of Die Bu Wooded Region

The forestry is a relative backwardness industry, which not only displays on the scientific research and the aspect of technology advancement, but also reflects in management of the forestry enterprises. The industry development of the Seedling Company is affected enormously. In the past several years, the Seedling Company of Die Bu Forestry Department for production and operation processing has revealed the insufficiency in the management gradually, the production and operation were extremely nonstandard, thus has brought the serious negative influence for enterprise's development. Therefore, the research on making production and operation to standardization is extremely urgent in Seedling Company.This paper, introduces general theory about the evolution of enterprise's production management and operation management at first, and then analyzes the problem which exists in the enterprise management of the Seedling Company. According to this, it is considered that, as a result of the personnel distributed condition of Seedling Company, administration personnel structure and appointed system, and the middle manager holding concurrent jobs irrationally, the relationship is unreasonable with the Forestry Department and others, which enabled to form the favorable competitive system in the company scope, also seriously affects enthusiasm for all levels of managers in company, has limited company's development on the very great degree. Through analysising materials about unit price of the seedling production, statistic on business situation and others in nearly past three years, we have found the loophole which exists in the controlling production cost. According to the growth situation of preserved seedling in various nurseries center and the sales situation of seedling stocks and have promulgated production structure that is unconscionable in Seedling Company. Finally, based on production and operation characteristic of seedling industry, from adjustment of the industry structure, introduction of the new technology, development of the human resources, introduction of the completion system, the management way, channel of the product marketing, the sales management, the customer manages, the post-sale service, the salary and drive mechanism and so on, we propose that countermeasures to make production and operation in company, include that formulation quality specification, production process quality specification and the formulation related inspection approval means in quality controls and so on; producing various links' work norm, the unit price , manufacture cost card after the science investigation formulation seedling in cost management aspect. In human resources management aspect, through the material requirement and the purchase information and the plan, reducing the stock and the commodity mixes with the transportation and so on; proposes to the human resources training plan, the incentive mechanism and company management personnel affect and so on; in order to enhance enterprise's competitive power constantly.
