The Research On Local Chamber Of Commerce's Participation In The Rural Social Governance

Government,enterprises and social organizations are the three forces or triple relationship in the rural society governance in the research of public management.In Consideration of the reality of China,the social organization that linked with government and enterprises is still in the bud and relatively weak in the rural social governance.It already becomes a significant issue in the theoretical research and a practical need of reform and development that how to make social organizations play an important role in the rural governance.Since the reform and opening,with the the non-public economy and private enterprises generating and becoming bigger and stronger,Chamber of Commerce came into being and grew up.Compared with other social organization,the Chamber of Commerce,as a new social organization which mainly consists of private enterprises,developed more mature and played an important role as a social organization.As it gradually expanded and increased,the Chamber of Commerce participated widely in the rural social governance and assumed more and more function.It became outstanding in social governance and public management.This paper takes Shuibei Chamber of Commerce in Xinyu,Jiangxi as a sample by using the literature research method,case study method and survey research method.Combined with work experiences,the writer summarizes and improves its background,operation,measures,effectiveness,problems,suggestion and so on through research and interview.The first part mainly introduces the research background,significance,research methods,innovation and deficiencies of local Chamber of Commerce.The second part mainly analyzes the present situation of the local chamber of Commerce's participation in the rural society governance.It also clarifies the concept and nature,the mian problems,the importance to the rural society governance of local Chamber of Commerce.The third part introduces the experience and practice of the participation in economic construction,cultural construction,democratic political construction and social construction of Shuibei Chamber of Commerce.The fourth part analysis the problems in the Shuibei Chamber of Commerce and founds out the deep reasons.The fifth part proposed the implications and suggestions of the local chamber of Commerce to participate in the rural society governance by using Shuibei Chamber of Commerce as a case,which has a strong guiding significance in the enlightenment and improvement of local Chamber of Commerce in the field of socialpublic administration.Shuibei Chamber of Commerce is a typical representative of the local Chamber of Commerce.The Shuibei Chamber of Commerce and its party encourage and guide the private entrepreneurs to actively participate in the construction and development of its hometown.It plays an important role home in the development of economy,cultural,new rural construction,social stability and so on,solving the lack of government's ability of vertical governance and social's lateral governance capacity.Taking the Shuibei Chamber of Commerce as a case,this paper explores the status and role of local Chamber of Commerce,analyzes the problems and reasons,put forward the effective practices and mechanism to strengthen the construction of local Chamber of Commerce from the perspective of rural governance.It has important theoretical and practical significance to solve the current rural governance problems and develop the rural social governance of Chinese characteristics.
