The paper firstly analyzes the double pressure we are facing to population and resource in the farmers, country and farming fields at the present stage. It strengthens resources constraint on agricultural development. The shortage of resources and the power of economic development is long fundamental contradiction which leads to unsustainable development. We must emphasis on the use of resources, such as exploitation, consumption, waste, extention of agricultural industrial chain, regeneration when we develop agriculture. So we should develop circular economy.Ecological agriculture combines modern science and technology with traditional agricultural technology based on resource advantage, development level and the principle of integration, coordination, circulation and regeneration. And it comprehensively plans, reasonably organizes to achieve coordination among society, economy and ecology by systematic engineering method.Under the condition of unincreasing input,it raises economic value, uses waste as resources, reduces cost, enhances the agricultural benefit, improves rural ecological environment, increases coverage, keeps soil and enhances the safety of agricultural products by promoting material cycle,multi-level comprehensive utilization and seriating processing.Developing ecological agriculture can improve rural ecological environment, add the farmers' income and realize sustainable development.Developing biogas is an important step for agricultural ecological economics. It can promote transformation from agriculture to animal husbandry forward and change the structure of resources, increase high efficiency organic fertilizer backward. So,under the condition of domestic resources, international resources and Gansu's resources, researching and developing biogas ecological agriculture based on biogas has great strategic and realistic significance for well-off society and socialism new countryside.
