Project Management is derived from Management and full practice of many projects, experienced years of project practice, especially the development of the modern project management, the range of Project Management is becoming more and more widespread.Through interpenetration and complementation with the other branch of knowledge, Project Management formed own content itself, now it has been developed into a complete knowledge hierarchy, which is, at the same time a good combination with the basic knowledge of Management and project application. Today Project Management is not a simple managerial behavior to a certain project any more, but a brand new knowledge.As we know that every construction project have to undergo many of indispensable processes, from the very beginning concept to the following series of tasks, during that, any miss or error in any stage will affect the whole project directly. Starting from the project confirmation and application, feasibility study and evaluation, market positioning and engineering design, to the prophase preparation, which include facilities picking up and purchasing, project organization and implement, besides we need to make the relative plans to make well control of the construction schedule, quality, investment, final inspection and putting into service, every stage is very important to whole project.Example from Gansu Power Supply 95598 Customer Service System, this is the large project, invested by Gansu Power Company on 2006, the project itself is intended to push on the knight service and to upgrade the level of the management.The project covered the twelve cities and seventy eight countries of Gansu province and ranged over many technical areas such as communication and information. Well then, how to control such kind of large project efficiently and make a whole scientific plan to ensure the success of the project, it is the important topic to study.First of all, thereinafter it set forth two important theories adopted in project scheduled plan, WBS, PERT, CPM and general project survey, they are both the theoretical principle and application background to my investigation. In the process of application of WBS, from the confirmation of the project to design and construction and inspection to final payment, it include the instruction of the task content, break down and the code for every single stage, this is the foundation of next project scheduled plan and expenses control.In addition, project scheduled plan is another emphasis here, it build a mathematical model separately by PERT and CPM theory, compared the different between the two model both through the artificial and computer calculation, it realized the optimization to the original plan, in the light of balance principle of time and cost, the project completion date was greatly shortened, at the same time, the minimum cost.All the cases and illustrations hereon is true, all of them had been verified and proofed in practice, and showed us a good effect.
