This thesis is instructed by Marxist economic theories, using the relevant theories of western economics and studying the whole personnel services. Based on the research of the definition, the periodic characteristics, existing problems and their causes of the personnel services, the thesis will draw a practical conclusion for the personnel services' development in Fujian, Shanghai, and Guangdong provinces, and make a simple comment on the development situation of personnel services in America, Japan, Germany, and in Taiwan as well, so that we can get some lessons as references. ]The development of Chinese personnel services is meeting great opportunities with the nation's encouragement on a quicker development of modern service industry, an improvement of policy environment, an enlarged foreign investment, and a promoted relationship between the two sides across the Taiwan strait. Meanwhile, it is also faced with great challenges that global competition becomes fiercer, personnel services seem backward, but customers' demands are increasing. Under this circumstance, the development of personnel services will take on some new trends. In these new trends, human resources will become socialized, and develop in the direction of professionalized knowledge; mechanisms will develop towards business corporation and active services with high quality; and services will merge among multi-countries and multi-districts.In the end, some approaches and suggestions for promoting a sound development of personnel services will be offered: (1) to get on the professionalized development approach and form a nuclear competency of the service industry; (2) to follow the path of new information development and transform the industry's development approach to a intensive type; (3) to communicate with the international personnel services, and establish a social service system characterized by industrialization; (4) to set up a socialized operating mechanism, so as to realize an optimized disposition of human resources; (5) to break the area restrictions and build up a united human resources market; (6) to be clear with the property relations and establish a corporate administration system; (7) to bring the government's role in personnel services into full play; improve the policies, laws and regulations of the personnel services' development as soon as possibile; intensify the supervision for personnel services market, and strengthen the talents cultivation and industry training.
