At present, China’s economic and social development has entered a new normal. Under the increasing downward pressure of economy,industries have reached the critical period of transformation and development, especially state-owned enterprises. During the stage of transformation, many state-owned enterprises face numerous problems, such as negative growth, brain, insufficient core competence, morale decline and etc.As CMS’s major strategic layout of transformation and upgrading, CMS is charged with the task of CMS’s restructuring and development, becoming the symbol of economic and social transformation and upgrading in Guangdong Province. Founded in 2016, CMS has made a series of achievements in the past 5 years, having relativelylarge-scaledevelopment and value. At the same time, CMS has faced some problems in team building for the reason of industry factor, company’s development, self-position and etc., which need leaders to settle up currently.Starting from Positive Approach to Leadership, the leaders of CMS propose a hypothesis of promoting employees growth by building the model of “two levels, four elements, three stages” with the theory of positive leadership.Specifically,the article explains the two levels positive leadership including cognitive level and behavior level; four factors including emotional intelligence, systematic thinking, action learning and support authorization; three stages including construction, feedback and implementation. Besides, the article explains the mechanism of team building to demonstrate the feasibility of the model. The study of team building based on positive approach to leadership, the article has made some attempts in the field of creativity, and also provides a practical reference for the business community.
