A Study On Evaluation System Of Overseas Investment Project Of Chinese Oil Enterprise

With the economic development, petroleum resource has been more and more important. In recent years, China has become one of the most rapid growth countries in petroleum consumption. In the world, although petroleum supply is beyond the demand, the distribution and consumption of petroleum resource in area does not in equilibrium and petroleum resource has been one of the scarce resources in China. Faced with an increasingly widening gap of domestic petroleum supply and demand, China's state-owned petroleum enterprises go out and compete with foreign enterprises in international market, in that way we can solve the problem of domestic petroleum demand, and can maintain and guarantee our petroleum security, even the economic security of our country.In this paper, base on the theory of international investment, risk investment theory, project evaluation theory; sum up the special nature of the overseas oil and gas exploration projects and research on the projects' feasibility. First, overseas oil and gas exploration projects investment influenced by multiple risk factors, its external risk factors include resources risks, market risks, financial risks, social risks, natural risks, economic risks and political risks. Internal controllable risks including completion risks, management risks, technology risks and human resource risks. Next, establish the oil construction projects of integrated investment risk evaluation index system, using multi-factor hierarchical fuzzy comprehensive evaluation model, analyze the impact of risk factors and the size of quantity, find out a scientific risk assessment of oil project investment risk. Then, the research on the basic of Monte Carlo model quantified the risk of international exploration and development project. It plays a very important role in oil and gas practice for Chinese oil projects as well as other foreign oil companies. Last, do a comprehensive evaluation with a specific case.
