| Nowadays, the development of economic society is keeping increasingly depending on the science technology. Technical strength has become primary factor that decides a nation or area's general strength and core competitive ability. The status and function of S&T is more and more prominent as the first productivity. S&T innovation talents are becoming global strategic resources, they are been widely regard from various countries. S&T talents are the S&T innovation's core resources, they are the most valuable capital in modern economical development. Jiangsu is early province which proposed"S&T flourish province","talents flourish province"in the country, it is also economic society development step quickly,result outstanding province. The Outline of the Eleventh Five-Year Plan of Jiangsu explicitly set the goal of realizing innovation province. Looked from realistic demand, it must study the present status of Jiangsu province S&T talents for achieving the innovation province goal and pointed proposes the corresponding strategy plan, constructs a structure reasonable,quality well,broad scale S&T talents troop, Therefore studying Jiangsu S&T status has very important significance in this new historical development time.First, in the analysis of Jiangsu S&T talents'present status, the paper scientifically limited S&T talents statistical questions under fully summarizing domestic and foreign S&T research results premise and thinks S&T talents are these person which have personal character, have some kind of special technical special skill, which grasp the knowledge or the production craft skill, it contains specialized technical personnel, S&T personnel and R&D personnel. In the total quantity, using gray forecast model has forecasted S&T total quantity of the Jiangsu Outline of the Eleventh Five-Year Plan. In the quality, constructs the generalized S&T quality appraisal target system, separately utilizing uncertain quality appraisal model and the attribute recognition theoretical model appraisals Jiangsu province various cities S&T quality status.Next, in the demonstration analysis between S&T talents and economical growth relations, an empirical research on the relationship between Jiangsu province S&T talents and economic growth has been done with co-integration theory and Granger Causality Test method and the other dynamic econometrics methods. The findings indicated that between Jiangsu R&D personnel and economical growth has long-term stable dynamic equalization relations. In the past 18 years, the scale growth of R&D personnel is the reason why economic growth, however, economic growth doesn't cause the Granger reason why the scale of R&D personnel changed. The indicated the constructions of R&D troop have not obtained the enough attention during keeping economy high-speed growth.Finally, according to the obtained conclusion and existence question, the author proposes the goal, key and development countermeasure of Jiangsu S&T talents troop, so that all levels of S&T talents of Jiangsu could healthily coordinated development, thus unceasing promoted the Jiangsu S&T talents general competitive ability and provided the reliable safeguard for the goal of Jiangsu province economy sustainable development and two"to take the lead"the goal from Central Party committee. |
