The talents flow is not only the inevitable outcome of the market economy development, but also the inevitable requirement and solution to human resources (HR) problem for the sake of reasonable disposition in market economy. In the social aspect, the talents flow is an eventual trend. The market economy asks for the free flow of the human resources, and the reasonable flow of HR can realize the whole optimization of the talents team. Just only breaking up the limitations of different departments to the talents, we can furthest realize the talents’economic value and social value. But in the enterprise aspect, a great number of high-level talents in research, management and technology leave their operations, it is called the brain drain problem, and has already affected seriously these operations’survival and development. Our state-owned oil operations belong to the state-owned resource enterprise, under the long control of planning economy, these oil operations take the traditional personnel management rather than the human resources management. So there are some problems in the talents employee, training and using, especially in recent years, at the background of global economy, many overseas oil operations with advanced human resources ideas and managing experience enter China, they hunt for a good number of high-level technicians using high salary, high welfare, and advanced managing expertise. The civil oil enterprises at home also speed up their race to hunt for the talents from the state-owned oil enterprises. All of these increase the rate of the state-owned enterprises talents flow, and the number of the talents flow is increasing year by year, the brain drain problem is gradually striking.This article contains five parts, Part1 Introduction, mainly talk about the background and significance of choosing this topic, the present research situation on state-owned enterprise talents flow; Part 2 discuss the definitions and distinction of talents, talents flow and the brain drain, and introduce some basic theories of the foreign experts on the talents flow; Part 3 mainly introduce the history of the talents work in Shengli Oil Field(SLOF) and the characteristics of the talents work; Part 4 In the case of Huanghe Drilling Company (SLOF), introduce the situation of the talents flow and the characteristics of the brain drain, aiming at the phenomenon of the great loss of high-level technicians, analyze the reasons of state-owned enterprise brain drain from personal, enterprise, and society, state how the brain drain will affect the state-owned oil enterprises. Part 5 aiming at the reasons causing the brain drain, from the following four aspects: improving the system of the talents flow, establishing the preventive system of the brain drain and the system of dealing with the crisis, setting up the following-management system on the flow-out talents and scientific incentive system, this article gives a solution on how the oil enterprises advance the reasonable flow of the talents and prevent the brain drain. I hope this article will be good to improving the state-owned enterprises human resources management.
