Study On Problems And Countermeasures Of New Fishing Village Construction

As a big agricultural country, the problem about agriculture, rural areas and farmers,has always been an important issue concerning prosperity and decline in China. After 30 years of reform and development, China has been to the development stage in which industry promotes agriculture, cities bring along the rural, and preliminary possess conditions and capabilities to increase the support and protection to agriculture and rural. Based on the actual situation, the CPC Central Committee put forward the major historical tasks of building a new socialist countryside, in order to specify the right direction for the"three rural"work at present and a period in the future.Fishing villages is an integral part of rural areas; the rapid economic development of fishery industry has made great contributions to agricultural economy and the progress of fishing village and the improving of the fishermen's quality is very important to the entire rural social stability and prosperity, so new fishing village construction is an important part of the new rural areas construction. However, the attendant three fish-problems, that is fishery; fishing village; fisherman, still can not be ignored. The contradictions of three fish-problems in China are complex, in essence is the problem of"integrated fisheries production relatively low, fishing village relatively backward and the fishermen life poor", and these three issues is a whole that mutual ties and restraints. New fishing village construction fully embodies the development requirements of the fishing village's economic, political, cultural and social under the new situation, involving fishing village's construction of material civilization, political civilization and spiritual civilization and the building of a harmonious fishing village and so on, which of great significance in promoting comprehensive settlement of three fish-problems. Based on these understanding, the paper identifies"Study on Problems and Countermeasures of New Fishing Village Construction"for thesis topics.As to the concept of new fishing village construction, many scholars have already mentioned at present, but research in this field is very fragmented, mostly targeting the new status, problems and experiences and practices of individual new fishing village construction, have not yet formed theoretical system. Many new situations and new problems rising from the reality are badly needed in-depth study on theory, and the task of strengthening the research on the new fishing village construction is very arduous. Based on the succession of the previous study's outcome, making creative synthesis of the information, the thesis has continuous development and improvement, identifying the problems and raising questions, and guiding people to solve the problem. At the same time, with a view to play the role of offering a few immature remarks to solicit other people's wise, it makes research in the field more enriched and improved.Building a new fishing village is a complex task and rich in content, so it's a systems engineering. Firstly, through arranging and analyzing the"Three Rural Issues", three fish-problems, and the theories of building a new socialist countryside, it will explore new theories of constructing the new fishing village in this paper; Secondly, it will introduce the current situation of the fishing village's development from areas such as the economic, institutional system, infrastructure and social undertakings of it ; thirdly, summing up the problems that the fishing village is faced with in areas such as its development, the life of the fishermen, the civilization-building of the rural fishing village, its appearance-building and the construction of democracy and legal system; lastly, it will raise the measures and countermeasures of building the new fishing village from the two angles of external (safeguards) and stresses (the development of the fishing village's production, infrastructure and social undertakings, the accomplishment of fishermen, etc.)This paper used three research methods: (1) standardized analytical methods. Based on the results of our predecessors, it will discuss the basic theoretical framework of the construction of a new fishing village using standardized study. (2) Analysis method. Taking the fishing village as a major system, using the principle of system, it tries to seek to promote the idea of building the new fishing village from the relationship between fishing industry, fishing villages and fishermen and their contacts with the outside world. (3) Comparative analysis. Through the comparative analyses between the"Three Rural Issues"and the"three fish-problems", the new rural construction and the construction of a new fishing village, it tries to enquire the uniqueness of the"three fish-problems"and the new fishing village building, and sum up the successful experiences from the solutions to"Three Rural Issues"and the construction of the new rural areas in order to provide reference for building a new fishing village.
