A Study On The Transition Of The DaLi Xinxiyi Inhabitent’s Fishing Activities

As the livelihood pattern, one of the vital elements to build the social community of China’s overall economic Minority Villages, which are subject to any significant changes both in national will and the role of the free market forces. Most of the traditional minority livelihoods are highly dependent on the environment and life cycle of animal and plants, once the state power intervened, the built relatively-balanced system bound to the ethnic groups is to break, and resulting in a series of unintended consequences, while all forces taking their own interests into account and then it will be a dramatic adjustment process. In this paper, the author Xinxiyi village of Dali as field study site, it is mainly about the process of national power intervening in the management of Erhai Lake, and the fishing transformation of Erhai Bai villagers. The full test takes time as the main line to carry forward step by step, divided into a few historical periods, the period when state power not intervene yet, Erhai fishing rights, the country controlled the fishing activities of native species especially bow fish in Erhai, the fishing activities of Silverfish and the other newly and emerging species in Xinxiyi Village and new activities from2013till now. Under the intervention of national power, takes fishery ecological, etc aspects of Erhai Lake as the main facts, take Bow fish and Silverfish etc, which are the main objects of fishing, the transformation of fish populations in different periods, and the corresponding production organization pattern of Bai fishermen in Xinxiyi village and the change of market environment as the main content. Focus on the game relationship between Bai fishermen and Erhai Lake administrators to expound.This paper finally concludes that national power controls the natural resources is actually to control the people.When facing the new ecology, organization and market structure, Erhai Bai fishermen are not always passive, their contending form for fishing rights is continuous and diverse. In certain conditions, when controllers Erhai Authority and the controlled fishermen are sharing common interests, they can compromise each other, and finally adapt to a set of win-win mechanism.
