Research On The Extroversive Development Competitiveness Of Shandong Province Based On Affiliating Into The Ring-Bohai Economic Circle

The Ring-Bohai Economic Circle is an important part of China economy development and opening-up structure. It also is the most potential and fastest-developing area after Changjiang River Delta and Zhujiang River Delta. At present, the Ring-Bohai Economic Circle becomes the new hot area of our country's opening-up. The extroversive economy takes on greater energy than ever before because of the establishment of new costal zone and new Bohai zone and the approval of Northeast China area revitalization programming.The Outline of the Eleventh Five-Year Plan that was delivered by Central Committee of the Chinese Communist Party in 2005 says that we need to develop the opening-up of Tianjin new coastal zone to bring along the development of regional economy. This indicates that our nation plans to expedite the development of the opening-up of Tianjin new coastal zone, which establishes the one-up status of Tianjin in the Ring-Bohai economy circle. That is to say, Tianjin will become the growth pole of the Ring-Bohai economy circle. At the initial development stage of an economy circle, the growth pole will bring polarization effect and attract the capital, technology and human resources. So Shandong should treat the present situation seriously and move on to affiliate into the Ring-Bohai economic circle so as to prevent the appearance of marginalization.The Extroversive Development Strategy means that a country or a district integrates themselves into the global economy in many aspects of production such as capital, human resources, technology and products. The thirty years experience of reform and opening-up policy shows that extroversive development can propel the local economy dramatically. Therefore the development of Shandong economy can not but depends on the extroversive development strategy.This thesis analyses the two extroversive development competitiveness indexes of five provinces and cities in the Ring-Bohai economy circle: foreign trade development competitiveness index and FDI competitiveness index. From the analysis we can find the advantages and disadvantages of Shandong province in comparison with other provinces and cities. Then we can find out the orientation of extroversive development of Shandong, on which strategies and advice put forward for upgrading the extroversive development Competitiveness of Shandong province are based.
