Since China's reform and opening to the outside world, the foreign trade keeps on growing, in 1978-2007, the average annual growth was 21.7%. In 2004, the total amount of the foreign trade was more than 1 trillion dollars, compared with 1978,it had risen 56 times. In 2007, the total amount of foreign trade was 2.17 trillion dollars,which had broken through 2 trillion dollars. Judging from the export amount, the foreign trade of our country developes more qucikly. In 2006, the total amount of export was 963 billion dollars, compared with 2005, it had grown 27%. In 2007, the total amount of export was 1185 billion dollars, broken through 1 trillion dollars, and it had grew 23% compared with 2006. The quick development of export trade had brought a huge amount of foreign exchange reserve,and also pushed the quick development of our economy. As the correlative data indicates, in 2006, the export trade quota was 36.8%, in 2007, it was 36.4%, it indicates that the export trade provides a powerful struct function to the development of economy.But we should notice the seriousity of environmental pollution and the ecosystem deterison which caused by the growth of economy and export trade. take the main pollutant of waste gas for excample, in 2006, the tatal national release of sulfur dioxide was 25.88million tons. the total discharge of smoke and dust was 10.78 millions tons. and the release of industrial dust was 8.75 million tons, the total release was much more than the environmental capability. The domestic always advances the economic growth with great input, but the kind of methord consume a great deal of natural resources and pullted the environment seriously. As is well known, the export commodities are divided into primary commodity and manufactured goods, while the export of mauufactured goods mainly focus on labor-intensive products, such as the texiles, shoes, and leathers, which are the major exports. The export products with comparative advantage are mainly textiles, shoes and leathers, which are labor-intensive products, the export of these products usually depends on the low price and the extend of quality to occupy the market quota, and it is at the price of environment pollution. Therefore, the fast growth of the export trade and the creation of the environment problem have inside contact. So there is necessity to re-examine the economic effect of the export trade and further analyse the environment influence which is accompany with economic effect.Lying the east coast of china, Shandong is one of the provinces with repaid growth in economy and trade. Take the case of shandong, this paper is aimed at analyzing the economic effect in the exportation of resource-intensive and labor-intensive products, and its environmental influences, and also study the inside contact of the two aspects, put forward the measurement and suggestions to coordination the economic effect and environment influence. The purpose of that lies in making the export trade adapts the request of environmental protection more, so as to realize the sustainable development of foreign trade.This paper persists combining the theory research with the application research, the qualitative analysis with the quantitative study, the economics and environics in conducting the research. Firstly, this paper studies the correlation theory in the exportation of resource-intensive and labour-intensive products. Secondly, this paper begin with the composition of export commodities, take shandong province as an example, analyzes the export situation of shandong resourse-intensive and labour-intensive products and its economic effect. Primely, it can advance the export trade, promote employment and push up the economic growth. Thirdly, this paper bases on the theory of environment exterior, analyzes the environmental impact in the exportation of shandong resource-intensive and labour-intensive products. Concretely say, it includes the depletion of the natural resources, the environmental damage and the increase of environment cost. Then, this paper does a comparative analysis of the economic effect and the environmental impact in the exportation of shandong resourse-intensive and labour-intensive products. Finally, this paper puts forward some suggestions for coordinating the economic effect and environmental impact and realizing the sustainable development of foreign trade.
