To a construction enterprise, its production and management activities are mainly carried on around engineering projects, and engineering projects are its source of profits. The level of project management is a direct reflection of the company image and reputation; also it determines whether the business situation is good or bad. Even it is an important assessment of the implementation of the strategy indicators on the construction industry enterprises to seize market share and expanding construction market operators. In order to maintain continuous competitive advantages in the construction market, construction enterprises must constantly update their management concept, increase their productivity, and develop and improve customer-centered project management.This paper will be used in the value-added research of value chain theory of the construction phase of the project. Through the key link in the optimization and improvement of the value chain, we build the value chain as the carrier in order to advance, and by the control core which is in the matter, after the real-time, we realize the project. The concept of value-added value target is of great research value. In order to increase the feasibility study, the paper value chain optimization theory will be applied to the Qingdao Grand Theatre in the course of the construction project through the project management, quality assurance, cost control, information management, and optimization and realizing the value of the value of the item. While the success that the value chain theory be use of the project will also be linked the future value of construction enterprises in all of the projects when they are in the construction phase of the implementation, and this could provide some reference.First, this paper summarizes the construction industry value chain study at home and abroad, at the same time, it introduces the paper's methodology and the line. Then the paper expounded the basic theory of value chain and the development process of the theory, on the basis of summing up the new idea of further construction phase of the project value chain theory by our predecessors, we propose the construction phase of the project value chain model. Then we analysis the construction phase of the project activities and the value of ancillary activities, optimize and reorganize the key link in the value. So, how to improve the efficiency of the project, and increase the value of projects is on issues of a bold innovative research.Furthermore, in order to effectively measure the value of the project value-added benefits, we analysis of the integration of theory qualitatively and quantitatively, and in this case we practice a combination of research to realize a series of design options evaluation index, thereby we build a set of evaluation system, and calculate the index weight by the way of AHP, then we calculate that ratings classification through multi-level grey evaluation. At the same time, in this process of this paper we establish an evaluation index system and multi-level grey comprehensive evaluation model.Finally, we guide the practice by the theory. With examples of projects Qingdao Grand Theatre, we access to raw data in the study, and grasp the actual situation of the project. After that, under the use of multi-level evaluation model grey value of the item value-added assessment, we get that the value of this project is a good level of value-added benefits. Also, based on the empirical analysis of specific cases, this paper will provide some reference which used in the field of China's future value chain of projects.
