With the popularity of products such as the electronics, telecommunications, clothing, fashion, cosmetics, luxury goods both in enterprise and in consumption, and the Express Services is gradually, rapidly occupying an important proportion of the public life as of the day-to-day office work, naturally air cargo has become a major transport channels for these products. These products are generally possess the following attributes, small size, light weight, fast upgrading, high value, and short shelf-life, the characteristics that very suitable for air transport. Along with the consumption increasing of these products, the existing service levels and the pace of development for air cargo has been hard to meet the consumer's demand, the air cargo industries are needed to grow at a high speed. Shenzhen Air Cargo Company (hereinafter short for SACC) is currently in the background with fierce competition among peers, and the formulation and implementation of development strategies of SACC has been inevitable.Based on the analysis of Shenzhen Air Cargo Company, a subsidiary of Shenzhen Airline as the limited object, the author attempts to research for all air cargo enterprises how to develop and implement their own development strategies through the analysis of the external environment, including: the macroeconomic environment analysis, industry analysis, the main competitor analysis, benchmarking analysis; and the analysis of internal environment, including: the company mission, goals analysis, strategy analysis, resource analysis, capacity analysis, value chain analysis, organizational structure and culture analysis of organization.Shenzhen Air Cargo Company has the distinctive quality in the strategic formulation aspect, the author elaborated SACC strategy formulation thought, the principle and the method, and analysis the developmental strategy of SACC using the SWOT strategy analysis tool. The implementation of the strategy is the focus of this paper, so the author made the implementation of the strategy of its more detailed exposition, from which is not difficult to discover SACC strategy has quite many originalities in the concrete operation. Shenzhen Air Cargo Company strategies include: the use of scientific methods to raise revenue, gradual step-by-step development, strategic services, the development of air courier integrated with logistics, the human resources strategy and information strategy. The perfect implementation of the strategy is the biggest factor which it succeeds.
