The employment situation of graduate becomes more outstanding in 2003 because of the larger recruit from 1999.The pressure of employment begins more serious and the employment rate is always low. The stubborn employment problem attracts more people's attention. The unemployment is out come of market economy. It is bad to individual ,family and society. It also wastes human resource and education resource. But in China, we have not found a kind of graduate insurance to protect their rights and benefits. We must study the proper style of graduate unemployment insurance, and stick up for the good of them. Then the employment will be speeded, and the resource scheme will also be in a good condition. Our economy will develop stably, healthily and fleetly.There are five parts in the thesis. The first part is forward. It includes the setting and significance about graduate unemployment insurance foundation, the study trends about graduate unemployment and graduate unemployment insurance, the investigation thoughts, structure, innovation in the paper. The second part is theory basis of the paper. It presents the definition about graduate employment, graduate unemployment and graduate unemployment insurance. In the third part, I make a demonstration about graduate unemployment, and discuss the character and cause of unemployment. The fourth part explains the objectivity and the possibility of setting unemployment insurance for graduate. The fifth part is the center of the paper. It reflects the study purpose of this paper. I advance my frame of reference about how to collect and manage the unemployment funds, how to put out the insurance fees. The graduate unemployment insurance provides physical guarantee. But we also need to take more effective actions on collecting unemployment insurance funds, granting unemployment benefit, lawmaking and obtain employment advance to perfect graduate unemployment insurance.Graduate unemployment insurance is a new thing. There may be some questions when we set up and act it. So we must also give more think about the run environment, run style, bad influence and take good actions to solve the negative problems and ensure the setting, grandness of graduate unemployment insurance.
