The Analysis Of The Operational Condition Of The Unemployment Insurance For Urban Workers In Shanxi Province

The development of China’s market economy will be regulated by the market invisible hand.Unemployment has become an inevitable product of the market economic operation. It has thedisadvantages of wasting human resources and losing national income as well as the advantage ofenhancing economic efficiency. The dual effect of unemployment should be transformed intopositive influence on the economic society, the key solution of which is to establish an effectiveunemployment insurance system. Unemployment insurance is a social insurance system thatestablishes mandatory unemployment insurance funds through legislation, and provides materialassistance as well as re-employment services within a limited period to those workers whotemporarily lost their jobs and whose income were interrupted due to the reasons that are not theirown fault. It has a dual function, that is, both ensures the livelihood and promotes there-employment.This thesis focuses on an analysis of the operation of unemployment insurance in ShanxiProvince. It is divided into seven parts. The first part introduces the research background andsignificance, research methods, innovative points and shortages. The second part summarizes thebackground, reform and improvement of the set up and development of Shanxi unemploymentinsurance system. Part three and part four analyze the implementation and fund operation of Shanxiunemployment insurance system. Part five presents the problems of the unemployment insurancesystem in Shanxi Province and part six proposes corresponding innovative solutions based on partfive and the previous analysis. The conclusion part sums up the basic conclusions of the thesis.
