As cells of modern society, enterprise is the center of marketing economics.Among them the most active and vigorous part is the Small and Middle-SizedEnterprises (SMEs), which consist of the nation economics, create much more jobopportunities and make great progress in the field of technique innovation. To be thebasis of innovatory and development of the market economics system, SMEs havemade its technique innovatory, the essence of the market economics again. Butcompare with the developed countries, the development of our SMEs still have manyproblems.In today's information society, the competition between enterprises has becomecompetition for core-competence and human resources. A company could keepcompetitive in the changing market and obtain it's objective only by focusing on thetraining and developing of employees and enlarging invest on HR developing.Taking AT company as example, this paper has analyzed and researched theactuality of it by using modern training and developing theory of HR, focusing on thevalidity of training and developing for the core-employee of AT company according tosix golden rules posed by Raymond A.Noe who is a expert of HR in America, andusing some ways such as compared analysis, variance analysis and five-degree means,therefore, has posed countermeasures and advice for solving the problems of HR.The writer had fully absorbed and drew lessons from the domestic and foreignnewly investigative achievements,and had put forward a lot of one's own views. Thisarticle makes thorough analyze and research of training and developing ofcore-employee by practical ways. The theory and tactics could be used in practice forthe training and developing of core-employees.
