Electric power system reformation has entered a new stage of breaking of monopoly, introducing competition, separating factory and net as well as separating major and importance in recently year, which presents great challenge and opportunity for electric power business. In the reformation, the electric power business must transit in order to adapt new situations, especially resolving the contradiction between the fast development of business and the lack of talents.As a unit of education training of Human Resource Department, HB company undertakes the tasks of training the technology, occupation skill appraisal, management of trainees, training of veterans, and so on. On one hand, the service business is transiting, on the other hand, the HB company is undertaking the transition from non-profit unit to that of earning money, from passive to active, from autonomous school running to training all trainees, from a specific skill to all skills. In the process, many problems arise, such as the staff are lack of theory of business management, and lack of ability and the consciousness of service.The paper describes the training system of the electric power business of a province, and develop the training of central talents. The aim of the paper is to provide management suggestion, to focus on the training and development of the trainees and improve the transition center management and improve the service quality. Guo, the dean of HB company, identify the location of service business and the direction of the training of the talents by analyzing the strategies of business, and researching external bench marking and certifying the internal post. He applies the theories of developing human resource and person-job fit and competency model to the practical jobs and establish the line and aims of developing post system. He analyses the training needs of managers teachers and services, organize individual training activities by adopting methods of action leaning, practice leaning and blended learning, in order to improve the employees ’ ability of job duties and improve the efficiency of management and service quality.
