Philosophical Research On Mechanism Of BURP

With the integration of sci-tech and economy at the present age, the innovation through Business-university-research institution partnership (BURP) has been an important part for the effective run of national innovation system (NIS). BURP not only avail the knowledge flow in NIS,but also is an approach to improve the ability of innovation. For building innovation country and improving the own ability of innovation, in January of 2006 A.D., at whole country science technology convention, president Hu emphasize that one of the keystones is to build BURP's NIS which main body is enterprise, and the lead is market. There are many shortages about BURP on the influence of various factors, although our country's BURP has got some good results. For the above matters, we should research the policy about BURP, and constitute feasible and effective policy to make government exert its function of lead, instigator and promotion, and ensure the healthy, high effective and continuable development of BURP, and improve the ability of whole innovation system, magnified effect and the sci-tech and economy status in whole globe.Starting from investigation, based on the theory and knowledge of commonality policy analyse, management subject, organization behavior, system subject and so on, this paper open out the mechanism of BURP, seriously coordinates the policy about BURP,point out the problem in policy about BURP, and then puts forward how to optimize the policy system about BURP.Based on above thought, this paper mainly research the following four parts. The first part is the definition of BURP. In this part, we will define the meanings of BURP, and explain the main modes and formats. The second part is the mechanism of BURP。Knowledge is of heterogeneity. University and industry are heterogeneity knowledge system. Modernity merchandise is cultural things of human nature, which is coupling system of science , humanities, business knowledge in nature. In order to withstand the uncertainty environment and drastic competition, industry and university should apply their knowledge advantage through collaboration. The collaboration mechanism of industry& university is effective and tight coupling of two kind's heterogeneity knowledge systems through all modes of exchange, impelled by market, government, capital, culture and self-development. The third part analyses the state and problem about BURP policy. The fourth part is how to optimize the policy system about BURP. This part brings forward the design thought and principles of the policy system about BURP, and gives some countermeasure of Chinese policy of BURP.
