Knowledge and technology play an increasingly prominent role with the development of economic and society,a new information and knowledge-based economic mode——knowledge economy appears. As a new form of enterprise, knowledge-based enterprises have many aspects that need to be studied and described. We choose human resource development because we believe that human resource development has special potential.Compared with non-knowledge-based enterprises, in knowledge-based enterprises, knowledge has become the first essential resources, and peple is one of and the most important vector of knowledge. Human resource determines the success or failure of the knowledge-intensive business service in an increasingly high level. Series of new emerging problems offer an unprecedented challenge.As this, in this paper, we fist discuss characteristics of human resourse and features of work in KIBS, and then set a frame of knowledge-intensive service business (KIBS) and knowledge human resourse to explore incentive stratege in knowledge-intensive service business from the human resource and management strategy perspective. We discuss recruitment management in KIBS; and then, we study the loss of knowledge human resource in three aspects including reason, risk prevention and control.We also focus on the incentive in KIBS. First, we systematically explain four common incentive measures: personal growth incentives, environment incentives, achievements incentive and compenation incentives. Because of inherent characteristics of knowledge-based human resource, material incentives have an inevitable shortage, so it is particularly important to establish a reasonable system of non-material incentives to match material incentives.We first construct a non-material incentives system basing on previous research findings, which divide the 21 non-material incentives into three categories. Then questionnaire survey is conducted to knowledge-based human resourse.At last, we test and adjust the non-material incentives system according to the result of survey to enable human resources better serve the development of knowledge-based enterprise...
