In recent years, with the globalization of economy and information and the approach of the knowledge economy, the media war has become more and more severe. The competition among the news media, which appears to be the competition for receptionists and markets, is in fact a competition in comprehensive strength buttressed by news talents. Scorching competition in the industry has made more and more media realize the importance of human resources. However, in contrast to the thirsty want of the media for human resources in the new era, most traditional media or"new"media, which has enter the phrase of stability, have failed to manage the training and usage of incumbent personnel. As for the print media in Tianjin, the transformation of the new and old institution, the unclearness of media's market status and the policy of the administration have restricted the innovation of the management of human resource in print media. On the one hand, China's print media have to play a changing role under the pressure from both the inner and outside, joining the market competition as a business, on the other, the reform of the media languish for sustainable development, due to the absence of the interior institution reform, particularly the reform of human resource. It is human resource that was the core competition strength of the print media. But this is far from enough, the development, training and use of talents in print media also require a set reasonable, scientific and effective system and mechanism.On the base of retrieval of a large volume of works and papers on the issue of human resource in print media, investigation on the human resource management of several media in Tianjin print media and their business operation, and with the modern human resource management theory and the quantitative and qualitative study methods, this paper attempts to, through systematic study, put forward a practicable management strategy on the selection, usage, distribution, assessment and training of human resource, etc., while revealing the problems of ideology, knowledge structure and management mechanism, etc. that exist in the Tianjin print media, from the perspective of systematic strategy.
